If the Senate fails to convict Trump, very targeted legislation should be attached to a censure that would severely curb presidential power; as well as leave section 3 of the 14th Amendment to prevent him from running for office again as an open option if Trump starts to stir up trouble. An impeachment conviction would not be necessary because this strategy would only require a simple majority vote in each congressional chamber, would prevent Trump from running for office again, and would limit the ability of any future president to abuse the powers that Trump did.
